Very Cryptic

Hmmm.

Okay, the first three lines “Pedestrian Casualty Reduction”, is already kinda sad. I wonder what the pedestrian casualty rate over there is? And what’s with the signal timings experiment? I hope that doesn’t involve trial and error, where the error is when a pedestrian dies. :|

Got the pic from this page btw. Apparently it’s from London. Haha, I’m sure there’s a more logical explanation for it. :]
