A commuter who created a homemade dummy and put it on the passenger seat in an attempt to sneak into the car pool lane was caught - because the dummy wasn’t buckled up. It was only when the car was pulled over did they realize that the passenger wasn’t a real person, but a plastic piping draped in a rain jacket and wearing a Gandalf Halloween mask and a baseball cap.

The dummy was confiscated, and the driver issued a $124.
