This cute girl might be some Japanese girl who is on her way to the festival or something like that. Does she happen to resemble any character you know?
I recall having seen a character with a similar hairstyle as her’s… short, brown twintails… I think it was a game of some sort with the word “Dragon” on it, but I’m not sure.

reminds me of Kokoa-chan from Rosario Vampire. Kokoa-chan is Moka’s younger sister & the youngest vampire daughter in their family. not too sure though…

the twintails make me think “movie!version misa” (death note), but I don’t think that’s it….
