Because the person actually put effort into it. The baby one is getting points for cuteness rather than actual cosplaying. If someone is too young to even realize they are cosplaying then I don't really count them as contestants. They are cute, however cosplayers actually put a lot of effort and money into making their costumes realistic. I respect all the work that they put in. #2.
